COVID-19 Vaccine · Full Care Fund
Terms and conditions

  1. A COVID-19 Vaccine · Full Care Fund (“Fund”) is set up, provided and managed by Prudential Hong Kong Limited (“Prudential”, “we” or “us”) to help and support those diagnosed with any Adverse Event Following Immunisation (“AEFI”) as a direct result of receiving a COVID-19 Vaccine in Hong Kong or locally infected with COVID-19.

  2. According to the World Health Organisation (WHO), “Adverse Event Following Immunisation (AEFI)” means:

    1. any untoward medical occurrence which follows immunisation and which does not necessarily have a causal relationship with the usage of the vaccine. The adverse event may be any unfavourable or unintended sign, an abnormal laboratory finding, a symptom or a disease.

    2. Grouped into five categories:

      • Vaccine product-related reaction

      • Vaccine quality defect-related reaction

      • Immunisation error-related reaction

      • Immunisation anxiety-related reaction

      • Coincidental event

    3. AEFI can be also classified into one of the following categories:

      • Allergic reaction

      • Local reaction

      • Systemic reaction

      • Neurological disorders

  3. “COVID-19 Vaccine” means a vaccine, including its first dose and subsequent doses (if any), intended to provide acquired immunity against COVID-19. Such COVID-19 Vaccine must be approved by the government of the Hong Kong Special Administrative Region (“HKSAR”), prescribed by a Registered Doctor and administrated in Hong Kong after the registration for the Fund.

  4. “COVID-19” refers to confirmed COVID-19 cases as defined by the World Health Organisation. The diagnosis must always be supported by a relevant test report. Clinical diagnosis alone does not meet this standard.


  5. Registration

  6. The registration for the Fund via the Pulse App (“Pulse”) is available from 28 January 2021 to 31 August 2021 (both dates inclusive) (“Registration Period”). Such registration is subject to a quota of 300,000 on the total number of successful Registrants (see Clause 6 below), on a first-come, first-served basis. We reserve the right to increase the quota or extend the Registration Period without prior notice.

  7. The person registering for the Fund (“Registrant”) must:

    1. be aged 18 or above at the time of registration; and

    2. be residing in Hong Kong and holding a valid Hong Kong Identity Card (“HKID”) at the time of registration; and

    3. download Pulse and successfully register as a user; and

    4. register for the Fund using our designated form during the Registration Period through Pulse.

      For successful registration, registrant can check his/her registration record under PRUServices in Pulse..

  8. Each Registrant’s Co-living Child(ren) (if applicable) will automatically be registered for the Fund. “Co-living Child(ren)” means the Registrant’s child(ren) who is/are aged below 18 at the time of registration; and must be currently residing in the same address as the Registrant in Hong Kong.

  9. Each Registrant can register for the Fund ONCE only. If any provided information in the registration (including but not limited to the name, email address and mobile number) is untrue, incorrect, incomplete or invalid, such registrant will lose the eligibility for the Fund.

  10. For any multiple registration submitted by the same Registrant, we will accept the first successful registration as valid and disqualify all subsequent registrations.


  11. Eligibility Qualifications for the Subsidies

  12. Registrant must fulfil all specified conditions for applying for the Daily Subsidy, Family Subsidy and/or One-off Subsidy (collectively “Subsidies”).

  13. To be eligible for the daily subsidy of HK$1,000 per day of Confinement for a maximum of 10 days for each Registrant and Co-living Child (“Daily Subsidy”), the Registrant or Co-living Child must be diagnosed by a Registered Doctor with any AEFI(s) as a direct result of COVID-19 Vaccine within 14 days after receiving such COVID-19 Vaccine in Hong Kong and whereby such AEFI(s) directly results in immediate Confinement in a Hong Kong Hospital within the Application Period under the recommendation of a Registered Doctor.

  14. To be eligible for the family subsidy of HK$100,000 for each Registrant and Co-living Child (“Family Subsidy”), the Registrant or Co-living Child must be diagnosed by a Registered Doctor with any AEFI(s) as a direct result of COVID-19 Vaccine and whereby such AEFI(s) directly results in death within 14 days after receiving such COVID-19 Vaccine in Hong Kong and such death occurs within the Application Period.

  15. To be eligible for the one-off subsidy of HK$10,000 for each Registrant and Co-living Child (“One-off Subsidy”), the Registrant or Co-living Child must:

    1. be diagnosed with COVID-19 in Hong Kong within the Application Period; and

    2. be confirmed as a local case by the Centre for Health Protection (“CHP”), the Department of Health, the government of the HKSAR.

  16. To be eligible for the double subsidies (that is equivalent to an additional 100% amount of Daily Subsidy and/or Family Subsidy), the Registrant must be a frontline healthcare worker currently employed in a Hong Kong Hospital including all permanent full-time, permanent part-time and contract staff in various roles (including doctors, nurses, allied health staff and healthcare assistants). For the avoidance of doubt, only the Daily Subsidy and Family Subsidy are subject to be double subsidies as mentioned in this Clause 14.

  17. One-off Subsidy will not be payable under the Fund if:

    1. the Registrant or Co-living Child has already been diagnosed with or already has signs or symptoms of COVID-19 on the registration date; or

    2. the Registrant or Co-living Child was under Mandatory Quarantine in the past 14 days from the registration date; or

    3. on the registration date, the Registrant, Co-living Child or anyone residing in the same address as the Registrant: i) is under Mandatory Quarantine at home; or ii) is being recommended or requested by a Registered Doctor or the government of the HKSAR to undergo COVID-19 diagnostic test; or iii) is awaiting the result of COVID-19 diagnostic test; or

    4. on or after the registration date, anyone residing in the same address as the Registrant has been under Mandatory Quarantine at home due to entry into Hong Kong from places outside the territories of Hong Kong.

  18. “Confinement” means the admission of Registrant or Co-living Child into a Hong Kong Hospital as an inpatient for medically necessary treatments under the recommendation of a Registered Doctor for a minimum period of 6 consecutive hours.

  19. “Hospital” means a legally constituted establishment operated according to the laws of Hong Kong.

  20. “Registered Doctor” means a person qualified by degree in Western medicine and legally authorised in Hong Kong of his/her practice to render medical or surgical services but excludes any such person who is the Registrant or his/her Immediate Family Member unless such person is first approved by us in writing.

  21. “Immediate Family Member” refers to spouse, parents, child, sibling, grandparent, grandchild, parents-in-law or legal guardian.

  22. “Mandatory Quarantine” shall mean a situation in which mandatory quarantine with continuous medical surveillance is required as per the latest announcement from the government of HKSAR, including but not limited to quarantine in quarantine centres, quarantine camps, at home or in a hotel, or the quarantine measures for a designated region or location as announced by the government of HKSAR.


  23. Application for the Subsidies

  24. The Subsidies will be available under the Fund from 28 January 2021 to 30 September 2021 (both dates inclusive) (“Application Period”). For the avoidance of doubt, the application for any of the Subsidies must be received by us on or before 30 September 2021.

  25. Daily Subsidy will be paid for a maximum of 10 days for each Registrant and Co-living Child (if applicable) under the Fund. For any Registrant or Co-living Child eligible for a Daily Subsidy, the Registrant may apply for it by submitting our designated form by email to covid19caringfund@prudential.com.hk within the Application Period (“Application”) together with the supporting documents (including but not limited to verification of name, mobile and e-mail address against registration, correspondence address, HKID copy of the Registrant and Co-living Child(ren) (if applicable), COVID-19 Vaccine record, hospitalisation records/discharge summary and relevant relationship proof).

  26. Family Subsidy will be paid ONCE for the death of each Registrant and Co-living Child (if applicable) under the Fund. For any Registrant or Co-living Child eligible for a Family Subsidy, the Registrant or his/her Immediate Family Member (if applicable) may apply for it by submitting our designated form by email to covid19caringfund@prudential.com.hk within the Application Period together with the supporting documents (including but not limited to verification of name, mobile and e-mail address against registration, correspondence address, HKID copy of the Registrant, Co-living Child and Registrant’s Immediate Family Member (if applicable), COVID-19 Vaccine record, hospitalisation records/discharge summary, death certificate of Registrant and Co-living Child(ren) (if applicable) and relevant relationship proof).

  27. One-off Subsidy will be paid ONCE for each Registrant and Co-living Child (if applicable) under the Fund. For any Registrant or Co-living Child eligible for a One-off Subsidy, the Registrant may apply for it by submitting our designated form by email to covid19caringfund@prudential.com.hk within the Application Period together with the supporting documents (including but not limited to verification of name, mobile and e-mail address against registration, correspondence address, HKID copy of the Registrant and Co-living Child(ren) (if applicable), hospitalisation records with the CHP case number on COVID-19 and relevant relationship proof).

  28. The Registrant may apply for double subsidies by submitting the current and valid proof of employment in a Hong Kong Hospital in addition to the supporting documents required for the Subsidies.

  29. Once the Registrant is entitled to the subsidy under the COVID-19 Caring Fund upon diagnosis with COVID-19 in Hong Kong, such Registrant will no longer be eligible for his/her one-off subsidy under this COVID-19 Vaccine · Full Care Fund. The COVID-19 Caring Fund is a fund provided by Prudential and launched on Pulse for application from 23 December 2020 to 31 March 2021.

  30. When the Registrant is eligible for both the One-off Subsidy under this COVID-19 Vaccine · Full Care Fund and the subsidy under the COVID-19 Caring Fund, the Registrant will be entitled to either the One-off Subsidy under this COVID-19 Vaccine · Full Care Fund or the subsidy under the COVID-19 Caring Fund.

  31. Prudential reserves the absolute right to determine, based on the supporting documents including but not limited to hospitalisation records/discharge summary, whether a Confinement or death is considered as a direct result of any AEFI(s) of COVID-19 Vaccine and whether such AEFI(s) is a direct result of COVID-19 Vaccine.

  32. In case of lack of supporting documents and/or incomplete Application, we will communicate with the Registrant or his/her Immediate Family Member through email. The Application is not considered as a completed Application until the supporting documents and/or missing information have been furnished.

  33. In case the Registrant passes away within the Application Period, his/her Immediate Family Member may apply for the eligible Subsidies of the Registrant by submitting the Application and required documents as listed in Clauses 22, 23, 24 and 25 together with the HKID copy and the death certificate of the Registrant and/or Co-living Child(ren) (if applicable) and relevant relationship proof. For successful Application, the Subsidies will be paid for the earliest Application submitted by Immediate Family Member of the deceased Registrant and received by us within the Application Period.

  34. For the same Co-living Child(ren) registered under different Registrants, the relevant Subsidies will be paid for the earliest Application submitted by the Registrant and received by us within the Application Period, i.e. will not be double paid to the same Co-Living Child(ren).

  35. Once an Application is successful, we will issue a cheque payment to the Registrant or Immediate Family Member (if applicable) who has submitted the Application for Subsidies in the sum of the relevant Subsidies.

  36. We have the right to revise and amend any of these terms and conditions from time to time without prior notice and/or correspondence in this regard. The Registrant will be subject to these terms and conditions in force at the time of Application.


  37. Others

  38. Nothing herein shall be construed as an insurance offer. The Fund is established and paid out by Prudential as a direct assistance to those diagnosed with any AEFI(s) as a direct result of receiving a COVID-19 Vaccine or locally infected with COVID-19 in Hong Kong.

  39. Notwithstanding all the terms and conditions regarding the Fund, Prudential will not provide any Subsidies to any Registrant or his/her Immediate Family Member (if applicable) that may expose Prudential to any sanction, prohibition or restriction under United Nations resolutions or the trade or economic sanctions laws or regulations of the European Union, United Kingdom and United States of America.

  40. All terms and conditions herein are governed by and construed in accordance with the laws of Hong Kong. In case of dispute, Prudential shall have the absolute right of final decision which shall be binding on the relevant Registrant.

  41. These terms and conditions are set out in English and Chinese. In the event where conflicts or inconsistencies arise, the English version shall prevail.

We shall have absolute discretion on any payment under the Fund and reserve the right to change any terms and conditions of the Fund without issuing further notices. In the event of any disputes, our decision shall be final.
